Wil je gratis scannen voor de bieb?

Offerteaanvraag van de Library of Congres: of leveranciers alsjeblieft gratis het een en ander willen scannen.
This contract is for the procurement of digitization services for the Library of Congress (Library) at no cost to the Government. The Contractor shall furnish the necessary personnel, material, equipment, services, and facilities (except as otherwise specified) to perform the statement of work included in section C. The Contractor’s technical proposal, entitled _____ dated _____, is made a part of this contract. In the event of any inconsistency between the provisions of this contract and the Contractor’s technical proposal, the contract provisions take precedence.

Het voordeel voor de bibliotheek is duidelijk, maar wat zou het voordeel voor de scanbedrijven zijn?
Die mogen de reproducties "vermarkten" en krijgen daar maximaal drie jaar de tijd voor:
The contractor agrees to digitize the materials and provide the deliverables noted in the other sections of this contract. In return for access to the Library’s materials, the contractor may market and resell access to the digitized collection.
[...]
In exchange for the no-cost digitization of the Library’s materials, the Library will provide the Contractor with access to Library materials. The Library also may provide the Contractor with:
A. space in the Library’s buildings for the Contractor’s equipment and other in-kind resources necessary to support the functions identified in each digitization contract, as appropriate (see C.3 and C.6, below); and
B. a period of time during which the Library will not make the digitized material available online (i.e., allow the vendor an opportunity to recoup first copy costs through commercial use of the digitized materials); however, in no case will the delay period be greater than three (3) years.
Het is me niet duidelijk of hier al bedrijven op gereageerd hebben.

Het is natuurlijk vergelijkbaar met de projecten die Google doet bij verschillende bibliotheken, onder andere onze KB.

  1. Interessant verzoek. Voor het vermarkten van materiaal denk ik zelf vooral aan grote, complete series die wetenschappelijk interessant zijn. Wat je ziet is dat bijvoorbeeld in Aziƫ of het Midden-Oosten grote interesse is in het 'hebben' van voor hen relevant historisch bronnenmateriaal. Vanuit archieven zijn bijvoorbeeld VOC-stukken, inventarisnummers gerelateerd aan handelsbetrekkingen gewild. Daar is zeker markt voor, de vraag is of drie jaar dan exclusief genoeg is.

    Voor de Nederlandse situatie ben ik ook benieuwd in hoeverre de 'open data' ontwikkelingen zoiets in de weg kan staan. Een van de uitgangspunten is dat wat is gefinancierd met publieke middelen ook kosteloos danwel voor marginale kosten beschikbaar moet worden gesteld. Volgens mij zit daar een spanningsveld.

    1. Ik weet niet of daar een spanningsveld zit. De digitalisering wordt (in eerste instantie) niet gefinancierd met publieke middelen.
      Daarnaast is dit toch een beetje wat de archiefdiensten de afgelopen jaren met de mormonen gedaan hebben?

  3. Doet me een beetje denken aan hoe het Amerikaans NARA met de Census 1940 is om gegaan. Daar hebben ze het digitaliseren wel zelf geregeld, maar voor het online presenteren hebben ze een partij gezocht die dit om niet zou doen. Daarnaast hebben ze de scans nog een paar keer verkocht.   4. Volgens mij zit de spanning er niet zozeer in dat een partij met externe financiering dit doet, da's uiteraard prima. Maar de spanning zit 'm in de exclusiviteit. Wat wanneer zich nog een partij meldt die ook een goed in de markt liggend stuk erfgoed wil digitaliseren en vermarkten. Volgens mij is het grote verschil met de mormonen die daarin geen exclusiviteit bedingen.
